    The chemical reaction requires the input of a certain energy to take place, and photons (packets) of light are the source of that energy in photographic film. Photons of blue light have more energy than photons of red light, so if the energy required for the reaction to take place is more than the energy in a photon of red light, the reaction will not take place with red light.
