Not only is there no fence, but the rocks are uneven in a lot of places and it would be pretty easy to slip or stumble if you're not being careful. A wide angle lens is needed to get the full scene. Sounds like you have a good selection of lens options. The 16-35mm should work well.

The GPS Coordinates to the parking lot are 36.877, -111.5 and that’s basically right on route 89 just south of Page. From there, it’s about a 10 minute walk trough the desert to get to the bend.
