    This was a problem that plagued the new prison as well. Since it was used as a prison beginning in the 19th century, H15 was built to accommodate 500 prisoners, but it had to be added on to accommodate extra prisoners, the number reaching 1500 at one time. The prison was shut down in 2011 due to overcrowding and prison reform.
